Svalutazioni e accumulo di debito pubblico, le droghe con cui si era forzata la crescita dagli anni Settanta, non erano più disponibili. Svalutazioni e accumulo di debito pubblico, le droghe con cui si era forzata la crescita dagli anni Settanta, non erano più disponibili. Per affrontare la competizione internazionale bisognava puntare sulla ricerca e sulla valorizzazione dei talenti. Invece, ad eccezione di un pugno di imprese manifatturiere che esportano, è in genere prevalsa la vecchia pratica delle raccomandazioni e delle sponsorizzazioni politiche per aver un posto di lavoro e per far carriera, e il merito è stato messo da parte. E il problema riguarda quasi tutti gli ambiti della società: le università, le pubbliche amministrazioni, la politica, la magistratura, le Asl, il mercato del lavoro e persino la selezione dei manager e la finanza. Al contrario di quanto prevede la Costituzione e, per «i capaci e i meritevoli», se partono svantaggiati, in Italia le opportunità restano scarse. Il tema della insufficiente considerazione del merito e degli incentivi distorti è il filo rosso che accompagna tutte le spiegazioni al cosiddetto «declino» economico italiano. Un primo passo per trovare soluzioni adeguate, è quello di avere piena coscienza dei problemi, che sono spesso, esplicitamente o implicitamente, negati.
