Abstract/Sommario: Espongo in queste pagine la fatica mirabile che, dall’agosto 1921 al luglio 1925, compì in Tripolitania il Conte Giuseppe Volpi di Misurata, per restituire alla Patria una Colonia, che era già praticamente perduta.
Ebbi la fortuna e l’onore di far parte del suo Gabinetto di Governo e di godere quella fiducia ch’egli, sol che l’abbia riposta, sa accordare intera, e per tutto il periodo del suo governatorato potei eseguire quotidianamente l’opera coraggiosa e appassionata ch’egli svolse ...; [Leggi tutto...] Espongo in queste pagine la fatica mirabile che, dall’agosto 1921 al luglio 1925, compì in Tripolitania il Conte Giuseppe Volpi di Misurata, per restituire alla Patria una Colonia, che era già praticamente perduta.
Ebbi la fortuna e l’onore di far parte del suo Gabinetto di Governo e di godere quella fiducia ch’egli, sol che l’abbia riposta, sa accordare intera, e per tutto il periodo del suo governatorato potei eseguire quotidianamente l’opera coraggiosa e appassionata ch’egli svolse, onde non è gran merito il mio, se sono in grado di affermare per conoscenza diretta e documentare cose fin qui non dette o incompletamente narrate da altri.
Il 24 maggio 1923, inaugurandosi il Palazzo di Giustizia a Tripoli, che il Conte Volpi andava trasformando da povera cittadina africana in bella e attraente città moderna, i magistrati della Colonia vollero incidere nel marmo la loro profonda ammirazione per il Governatore, "di romana politica artefice sapiente". Ma la fatica da lui durata per accendere nei cuori degli Italiani quella coscienza coloniale che il Fascismo ha poi così potentemente alimentata, per vincere perplessità e titubanze di governi incerti, per distruggere equivoci assurdi e riportare, con poche truppe, la pace romana in Tripolitania, la fatica innovatrice e ricostruttrice del Conte Volpi, rimaneva ancora da essere compiutamente esposta. Ed è bene ricordare l’opera dei forti, perchè essa è sprone ed ammaestramento.
Il presente lavoro, terminato alla fine del 1933, accenni appena all’opera compiuta in Tripolitania dai Marescialli Emilio De Bono e Pietro Badoglio, e si arresta colla assunzione de Maresciallo Italo Balbo al governatorato.
Ad altri lo scrivere compiutamente della loro opera. Educati alla scuola del Fascismo, gli Italiani non possono più disinteressarsi delle loro terre d’Africa, e specialmente ora che il Duce volontà indomabile ed energia impressionante, ha loro in Africo assicurato un Impero, facendo loro sentire, attraverso giornate indimenticabili di passione, tutta la fierezza degli antichi cittadini di Roma.
